ESPON TIA Tool (2020-2022)

Scope 

New EU Legislations, Policies and Directives (LPDs) can explicitly focus on specific territories or can have an asymmetric territorial impact. By taking into account potential asymmetric impacts, one can increase the effectiveness and efficiency of the policy and with that increase political support for a policy and boost its benefits. Territorial Impact Assessment (TIA) can support in a quantitative or qualitative manner the identification of those areas or regions that may face the highest impacts, the nature of these impacts and their intensity. 

Between 2017 and 2020 the ESPON 2020 Cooperation Programme further developed the ESPON TIA Tool. The TIA tool was restructured into five main steps and a demo-version was implemented, as well as a necessity check. In addition to the general TIA, three different types of TIA are now available: cross-border TIA (allowing to understand the impact on cross border regions), urban IA (focusing on urban areas) and custom TIA (focusing on other types of regions). A large number of TIA workshops have been supported at the request of the CoR (14), DG Regio (4) and Interact (1). The full list can be found HERE. 

The main target groups to be addressed by the TIA Tool are European, national and regional authorities, in particular, policy makers and practitioners who wish to identify ex-ante, potential territorial impacts of new EU Legislations, Policies and Directives (LPDs). ETC programmes have also shown an interest and are encouraged to apply the ESPON TIA tool in a workshop setting in order to prepare for the 2021-2027 programming period. 

Main Objective 

The main objective of this service on “TIA tool 2020-2022” is to continue supporting TIA workshops as on demand service for those who would like to carry out TIA workshops. In addition, using recent policy processes regarding TIA, experiences obtained by applying the tool and availability of more up-to-date data, the ESPON TIA Tool will be further developed with additional or updated functionalities and datasets. An additional aim of this service is to provide training on the tool to potential moderators of TIA workshops.
