Legal Framework
Both applicants and the approved projects need to comply with all the documents constituting the Legal Framework.
The legal framework is made up of the following documents:
Community Regulations
Council Regulation (EC) No 1083/2006 of 11 July 2006 laying down general provisions on the European Regional Development Fund, the European Social Fund and the Cohesion Fund and repealing regulation (EC) No 1260/1999;
Regulation (EC) No 1080/2006 of the European Parliament and of the Council of 5 July 2006 on the European Regional Development Fund and repealing Regulation (EC) No 1783/1999
Commission Regulation (EC) No 1828/2006 of 8 December 2006, setting out rules for the implementation of Council Regulation (EC) No 1083/2006 laying down general provisions on the European Regional Development Fund, the European Social Fund and the Cohesion Fund and of Regulation (EC) No 1080/2006 of the European Parliament and of the Council on the European Regional Development Fund;
Community Guidance papers
The Guidance Papers are essential documents and interpretative notes of the Structural Funds Regulations issued by the Commission for the programming period 2007-2013.
National rules
The National rules applicable to the Lead Partner and its Project Partners, including also any specific requirement set by the Partner States.
First Level Financial Control
The Member and Partner States have set up different financial control system for the first level financial control.
Programme rules
- The Operational Programme Document;
- The Programme Manual in all its sections;
- The Agreement between the Member/ Partner States and the Managing Authority of the Programme.
