The CIRCTER project also carried out three spin-off studies to increase the national, regional and local relevance of the CIRCTER evidence in policy processes and developments at different scales. This spin-off aims to support the Luxembourg Ministry of Energy and Spatial Planning with the development of a comprehensive National Circular Economy Strategy. The territorial analysis allowed benchmarking local and national efforts against other regions in Europe. In addition, the spin-off highlighted very different circularity performance scores across municipalities, confirming the need for a coherent governance and strong institutional cooperation along entire value chains. The spin-off generated conclusions and recommendations in relation to resource flows, purposeful design of the built environment, institutional cooperation, waste prevention and widespread behavioural change.
