Annual Estonian Spatial Planners Conference and ESPON Special Session

The 4h Annual Estonian Spatial Planners conference titled "Truth and Justice in Spatial Planning" was held November 1-2 2018 in Tartu, Estonia.

This year's keynote speaker was Mr Ilmar Raag, Invited Professor of the University of Tartu, former strategic communications advisor to the Estonian government and former head of the national broadcast company. The highlight of the second day was the duett-duel between Mr Allar Jõks (former State Chancellor of Justice) and the Minister of Public Administration Mr Janek Mäggi on the theme "Who should care?". The number of participants attending exceeded this time 360 so that planners occupied the largest auditorium of the University of Tartu.

Special ESPON session was organised on Day 2 on the theme "How do we measure territorial policy outputs and do we really know how the policy Works?" The session accommodated following presentations:

- Measuring the objective or objectifying the measure? The tyranny of New Philistinism in setting quantitative goals for EU territorial policy – Dr Tomas Hanell (University of Helsingi )

- EU spatial data and energy policy - are these coherent across the scales? – Dr Ain Kull (University of Tartu)

- Monitoring the implementation of the Estonian Regional Development Strategy: how measurable are the policy outputs – Mr Eedi Sepp (Estonian Ministry of Finance)
